Did he mention Santa Barbara specifically? Because that would require an extra listen These production libraries were all released after 1993, so it should include older material if it ever played on the show.
Messinger, and also Rick Rhodes, Michael Licari, Jeff Snyder, etc., all wrote music specifically for the show, and most of it was never used again (except on the short-lived NBC TV-series Judith Krantz' Secrets from 1993, which used heavily from Santa Barbara's music library.
But it is very well possible that some Santa Barbara cues eventually ended up on library LP's. The tunes by Barry DeVorzon and Richard Hazare I mentioned earlier, for example. Music composed by Rick Rhodes and his team for some of the later (1993) episodes ended up on library albums by Firstcom, like Kyoto Girl and Asian Serenity, which you posted above. But also tracks called Beautiful Boy and Candlelight (both used during Reese and Andie's romance), or Bora Bora Blowout (when Ted and Lily were stranded on an island) and In Love Forever (Ted and Lily after Lily saying goodbye to Rafe).
Rick Rhodes and Marc Greene also reused many earlier Santa Barbara cues for their nature-related albums in the Nature's Harmony series. They are different from the show versions, but obviously the same compositions:
These are the Firstcom ones:
